With the rapid development of the network technology and infocom technology, the demand for software in various industries has also increased rapidly. In order to meet our economic and social conditions of modern dynamic management and the need to combat crime, Ministry of Public Security proposed the building of the "Golden Shield Project ", that is the National Public Security Information Engineering. Corps regulation under the jurisdiction of Hubei Province, including three centers (the detention center, detention center, drug rehabilitation) and a hospital (well-being of the hospital), the construction of information management systems belong to this project. Separate design and development on each system design and development will take too much human and financial resources, by using the component-based software reuse technology, we adopt the service-oriented thinking to abstract, refined the common functional modules of these systems, so that we can greatly reduce the development cycle and difficulty.Based on the outline of software reuse and software component technology, this paper analyzes Prison Administration Bureau Ministry of Public Security of information systems in detail. Then this thesis divide the information management system based on service functions, and research into its Reusability to determine the possibility of reuse of the system and its component-based reuse strategy. After that, the thesis design and implement a number of components, including frameworks components, date components, which are basic and general components of the Web application system, the common components in the field of supervisor's information system and special components in areas of detention information management systems. After making use of these designed components, using component assembly technology in the framework, deploying the components in the Web application system, the thesis set up a detention center information management system successfully. Finally, this thesis test the function on the detention center information management system, and the results are rather satisfying, the system runs normally and stably, and then the thesis makes a summary and outlook.
