The hydropower cascade development in Yalong River Area is a magnificent and difficult project. Though we have the experience of the construction of Ertan Hydropower Station, there are many challenges we have to face in the whole river basin cascade development. Using the Ertan Company as the main part to build a river basin development virtual research center is a good way to resolve this problem. Virtual Research Center of Yalong River focus on information exchange and resource sharing through the internet platform, and organizing various kinds of technical activities, such as: academic communication, technical consulting and scientific project launched to make an excellent flexible science and research team in the hydropower field.With background of the hydropower development practice, this paper focus on the technology problems in the hydropower development to build a Virtual Research Center System of Yalong River, which is used to sharing knowledge, managing project, publishing information, and commutating academic problems. Because of the nondeterminacy and polytrope of the system, we use the Rapid Prototype Model, and use the Pair Programming for the system development for the first time. While we make the system demand analysis from functionality and non-functionality, give the details of the system module design, and we introduce the software engineering theory to make the software development plan and the control strategy of the system edition. Considering the security and confidentiality, we give the hardware topological of this system, and give the software architecture design based light Java EE framework because of the requirement of the expandability and maintainability, then, we describe the hierarchical model and the functions of the Struts2, Spring, Hibernate in this model respectively, and introduce the tools, which used in the development, the real operating environment. In the traditional discretionary access control (DAC) and mandatory access control (MAC) model, the chaos problem will appear during access rights configuration, grant, inheritance and retrieve. We use the RBAC and Spring AOP based rights management strategy to resolve this problem. We give a binary streams catered project management strategy to simplify the project process management, because of the complexity of the project process management. We guarantee the security of the Web server effectively, and make breach of confidence impossible by Squid based reverse proxy-load balancing mechanism. We use the from the inside out– from up to down hybrid strategy to design a system database for the first time, and we give the conceptual and logical structure model of the system database, analysis the implementation process of the Hibernate based data layer, Spring based business logic layer, and the Struts2 based presentation layer. At last we display the implementation result of this system.Virtual Research Center of Yalong River was founded in Chengdu on January. 10th.2011. Until now, it works well, and gets lots of praise.
