Cities over the world develop and grow fast for the citilization goes rapidly inrecent years. Problems such as high density of citizens, high traffic complexity bringtoo much trouble to the deployment of emergency evacuation and warn the citysecurity when significant emergent crisis happens.City emergency evacuation electronic sand table is an essential part of the cityemergency management, and also an important tool that assists the evacuation whenthe crisis happens. The project mentioned in this paper makes positive effect to theimprovement of governance handling to disasters and emergency crises, securityprotecting of citizens, social possession and human rights maintainance and sustainingto social economic developing.This paper focused on problems such as marking and presenting of cityemergency evacuation and studied the relevant technologies in emergency decisionsand table and its application to the evacuating, realized the visualization anddigitalization of it. With the sand table, we can review and simulate the evacuation,analyse and optimize the historical evacuation case, and search and edit the caseduring the emergency decision making. The main studies are described as follow:1) Bring requirement to the assistant decision making based on the command ofemergency evacuation.2) Analyse the professional requirement of sand table and develop a frameworkwhich is composed of resource level, foundamental controls level, administrationcontrols level, execution level and interface level.3) Design the pattern of use cases, functions and datas used in this system, andform the documents.Develop the sand table platform of city emergency evacuation based on thefoundation study shows above, realize the visual process simulating, and that is thekey to prove the feasibility to our study.
