The rapid development of economics and technology, the increasing of social interdependence, that has accelerated the spread and expansion of the public crisis. It is of great research value that how to improve the decision capacity in the emergency process, organize emergency handing effectively, recovery and reconstruction, control the occurrence of emergency to reduce the impact of disasters. To take flood protection of Tianjin for an example, rely on the emergency command platform to study the emergency decision electronic sand table and its application in flood control work in Tianjin applications.First, the paper proposed the display needs of the emergency decision support information for the practical problems of the flood relief in Tianjin. Using 1:25 million topographic data and 30M resolution remote sensing data, show the information of city flood control, including the urban infrastructure, flood control engineering system, flood control facilities, flood control distribution and area of responsibility, equipment and materials. On the basis of the integrated flood control model, research the general emergency flow, the flood control plans and grading standards, so as to provide the request of decision support.Secondly, take the emergency domain as the research background, analysis the business needs of electronic sand table platform, make the electronic sand table platform architecture for emergency decision support information display. The platform is composed of the resource layer, basic component layer, the management component layer, application layer and user interface layer. It is the architecture of electronic sand table assisted decision platform system. And analysis and design the use cases, functions, databases and the class, form the complete system design documentation of electronic sand table.Finally, develop the electronic sand table platform, and verify the availability of platform on Tianjin flood control.
