One-stop e-government system refers to the various public approval services of government departments get together through the Internet. The Government provides information and approval services to citizens, legal persons and other organizations by a unified service platform. The approval of government departments of the traditional approach is to use paper forms and manual transmission mode. Now combined with network information technology will make approval electronically, the public can apply online through the network, and then the realization of online government departments for approval improves efficiency. One-stop approval system provides the public services with efficient and convenient, and realizes the paperless office and cross-government sector resources integration and information sharing.Workflow technology is a new hot spot in computer application. It is the core technology which is the realization of business process modeling, optimization and operations management, and ultimately business process automation. This paper describes the background of a one-stop e-government, and introduces Workflow technology comprehensive, mainly related to the concept of workflow, research focus, functionality, architecture of the workflow management system and other related technologies. Through the work of approval of requirements analysis, the system's main Use Cases are determined. This paper overall designs data structure, architecture, database, work flow and function of one-stop approval system. Using .NET-based three-tiers structure to develop this System.Visualization tools for process definition can be easily used to design process intuitively. A visual process definition tool for Web is realized by VML and JavaScript technology in this paper. For the demands of changes in approval forms can be more frequent, a design function of an XML-based custom dynamic form is designed and implemented. Using of workflow and task scheduling strategy are analysed in the approval work, a lightweight workflow engine is designed. One-stop approval system based on the workflow engine is implemented by B/S mode on the .NET platform. The basic functions of the system have been realized. One-stop approval system provides a network-based management solution, which realizes the change from the traditional approval work to the electronic information approval system. It separates process management and business, and improves the work efficiency.
