With the growth of telecommunication transformation service in recent years, China Telecom changes from the traditional foundation of the network operators to integrated information service providers. The service of best tone,business navigator,call center and industrial application are growing very quickly. All types of transformation service are carried by the various services platform and a large number of servers, databases and network equipments. Real-time monitoring is necessary to such equipments. The implement of the unified monitor and control center (umcc) of telecom transformation business are first completed in Guangzhou Telecom. UMCC manages for all types of telecommunication equipments and service comprehensively. UMCC focuses on monitoring and managing of IP device, IP networks and its value-added applications systems. It can give a big support to various kinds of value-added application system, and the applications systems can supply the value-added service better. The monitoring object includes network with links, t value-added applications systems and its hosts.This paper first introduces the overall design, especially to the system software architecture. Then this paper introduces the development platform and the database design. And then introduces the implementation of the system particularly. This paper analysis the system deployment and routine maintenance last.This system mainly uses the? distributed technology and the object-oriented technology to design, and uses of xml and j2ee standard platform to design. And this system mainly uses mysql5.0 as the database. This system provides a graphical, automatically and conveniently operation interface to the maintainer and the users.This system starts to research and development from March 2009. The project group includes the management and control group, the development group, the test group and the maintenance group. The project team fights for nearly ten months and the system is begun to officially operate in January 2010. The monitors in the network monitoring centre take a real-time monitoring for 7*24 hours to the system. This system is running to nearly a year now. And the monitors are quickly to find fault and timely to deal with failures. And it can give a vigorous support to improve customer satisfaction.
