With the service systems are used more and more widely in modern service industry. Service quality problems caused more and more people's attention. The monitoring and evaluation methods of QoS become a key point of SSME research. Service Quality Function Deployment (SQFD) has been proposed which focuses on service quality assurance for the lifecycle of services. Run-time service quality monitoring and evaluation is the core part of SQFD. And it is the core of this paper.Based on the service quality design of SQFD, a service quality modeling method is proposed, which is based on the meta-model thoughts, it can descripe the services quality requirements and the representation of evaluation objects, quality indicator architecture, QoS datas, data collection and the relations between them. Then combined with this method, it gives a run-time QoS monitoring and evaluation method completely, which can be realized. And the QoS engine is designed and developed, realizing the QoS monitoring and evaluation of run-time service system.First, it will give the description of QoS model from the view of meta-model. The definitions and formalism description methods are given, which are the basises of defines of organizational structure and XML schema storage structure of the QoS model. Meanwhile, the modeling tools for QoS model are designed and developed, realizing the transition from formalism description of QoS model to graphical modeling.Secondly, in order to complete the QoS monitoring and evaluation of run-time service system, a realizable QoS monitoring and evaluation method will be introduced. It gives the principle of QoS monitoring and evalustion. And it makes a detail decription for quality monitoring environment, monitoring method, quality evaluation method, QoS value pretreatment and the accumulate computation stategy of quality value. Based on the evaluation result, the GAP tracking and quality optimaizing point found strategy are put forward. Then, it will give the further explanation to this method on the case of ocean transportation service system. This is the theoretical basis of QoS engine realization.Then, the architecture of QoS engine based on the method and the definition of QoS model will be introduced. And it will make a detail instruction to the whole process of quality monitoring and evaluation. In the realization level, it gives the description of main function modules, data stream and API which provided for external applications, completed the design and realization of QoS engine on the basis of MVC framework which is part of spring framework.Finally, it designs and realizes the ocean transportation service system on the basis of open source JBoss JBPM workflow engine. And then it builds the QoS model for it. On these basises, the experiment and verification for QoS monitorng and evaluation methods of run-time service system are made.
