TV is the technology media and creative media. Under the cultural context of the times that the rapid development in media technology and the social culture increasingly diverse, the concept of technology and the creative thinking in TV creation are constantly expanding, inherently inject the colorful vitality into the TV screen. In this study, both from the angle of technical and creative, referencing to the related theory with the theory of media technology and the theory of cultural creation, construct the research framework of the TV creation theory, and explore the law of development of TV creation.Firstly, this article defined the concept of TV creation, then account that TV creation is a series of Initiative and creative development process from the idea to TV program to TV program's production, as the same time, analysis of the current cultural landscape to which the TV creation face, and point that both technology and innovation are the key elements in TV creation. Furthermore, on the one hand the article start thinking from the technology dimension, carding the development history of the technology of TV creation, and proves the decisive influence of technology on the form of TV creation and content change of TV creation. With the technical elements increasingly highlights in TV creation, the strong influence of technology gradually developed to the television programs'creation links and production links. Technology is constantly changing the face of TV programs and rising as the aesthetic attitude, shaping and enhancing the audience's aesthetic taste. On the other hand from the creative dimension, combining with multi-cultural characteristics analysis the creative logic of TV creation. In multi-cultural times, the creative path of TV creation epitomized that, concern about the different aesthetic needs of different cultures, extraction multi-cultural elements, reconcile orthodox culture and folk carnival culture ,and deploy enhance culture and universal culture, from this, a "mashup culture" creative logic has been formed, which pointed to the culture, Integrated multi-cultural and coordinated of different culture. It is a important law for TV creation to break the old model, adapt to the diverse cultural characteristics, expand the audience market and pursuit innovation.
