In recent years, Chinese Media gained more discourse power in natural disaster reports like Sichuan Earthquake, and they tried hard to build rational communication between the government and people in Public Domain with lots of focus on environmental accidents as the Dam Construction of Nujiang River and the PX Accident in Xiamen. However, Environmental Reports is partly turns to propaganda of polices and the watchdog was been interfered by government. We have to do so much more in the field. As we all know, America is the home of modern environmental reports, and scholars has been studying on the adversity and influence of environmental journalism.In this study, after reviewed lots of relevant literature, the author then compares the news frames of the environmental reports with the context of framing theory and content analysis. The text gained an insight into four news frames after reviewing the amount of coverage, types of coverage, information source, news actors, news content, symbol of news words, data usage, news criticism and depiction style. The study tried to indicate three reasons causing the difference of environmental reporting between China and the USA and give some advice on how should the media in China set the agenda and guide the public opinion in environment communication.Studies suggest that the agenda frames, stable frames, detail frames, humanity frames, balance frames and the public frames differ from each other, which attributes to different politics, culture and news values.
