Warehouse is an important part of the supply chain, which not only affect the effective operation of the warehouse itself, but also affects the entire supply chain, and the efficiency and cost of various members in the supply chain. As one of the important decisions, warehouse storage strategy issues must be considered when design the warehouse. The suitable storage strategy make the warehouse operations such as storage and order picking more efficient, and it also saves the order picking, inventory and other operating costs.At the background of Wuhan Tobacco Group tobacco digital ingredients warehouse management system, considering the properties of the traditional storage strategies, this paper proposed an improved class-based storage strategy using COI according to the actual warehouse environment, and the new storage strategy combine the class-based assignment and the dedicated assignment. This paper first redivided the storage reservoir, namely cell-based cargo division. When design the storage strategy, we divided the goods and the reservoir area according to the classification of COI-based storage strategy. Second, based on the classification, we should assign each category of the reservoir area to a storage position using dedicated assignment, and we described the dedicated assignment problem through the establishment of mathematical model which is based on the storage costs and the order picking costs, when the model is solved, the storage position of the category is determined. This paper gave the detailed modeling steps, and on the basis, we used the matlab software to simulate, and the results show that the improved class-based storage strategy using COI is better than the traditional strategies in order picking time and cost. Finally, this paper described the implement of the improved class-based storage strategy using COI in tobacco warehouse management system, and compare with the random assignment, the strategy proposed by this paper save the warehouse cost a lot.
