Research And Implementation Of SOA-based E-government Systems

E-government is the inevitable trend of social informationalization and digitize As the fast development of E-government and its changing requirement, for lacking of unified planning and standard, the application systems are independent, and lack o -f communication and resource integration. Information isolated island is formed and becoming the major obstacle of E-government development. To solvethoseproblems, SOA (Service Oriented Architecture) is formed and it is developing into the depth of technology promotion from the early stages of development.At present, SOA is beco- ming the common concern and subject matter of promotion and development in e-go vernment area. However, as the technique, product, and standard are immature and in the development stage, a mature SOA e-government solutions hasn't been formed. This paper provides the whole solution of SOA E-government with the basis of E-government and SOA theories and the present condition of E-government develop- ment in a place.The paper mainly includes:1.Through the theory researching of e-government and SOA structure, indicatin- g the problems of E-government, designing the SOA E-government structure,explori- ng in data integration and application system , conformity of operating process, and UI integration, the total solution of SOA E-government comes into being.2.Choosing Tianjin Xiqing Administrative Examination and Approval Center as the study object, on the basis of SOA E-government total solution structure, and cosi- dering the practical problems in Administrative examination and approval, the paper provides SOA of"one network type"online examination system model, and describ- es and analyses in aspects of requirement, administrative examination and approval process, total structure and functional module.3 In practice, choosing the joint approval of investment project as the service in- terface, the paper designs database and realizes the SOA application in E-governme- nt examination and approval system.In the aspect of practice, the SOA E-government solution helps to break the inf- ormation isolated island, integrate the information resource, cooperate with the gove- rnment approval, shorten the researching period, and reduce the cost of e-governme- nt application. It meets the interconnection-layered interchange demand of cross-dep- artment and cross systems effectively, and integrates each department's business pro- cessing systems efficiently and conveniently. Meanwhile, it could response e-govern- ment process changes rapidly to achieve the cooperation between different departm- ents.
