In order to meet the growing demand for mobile communications technology, 3 GPP organization began the third generation mobile communication (3G) long term evolution plan (Long Term Evolution, referred to as LTE).3G Long Term Evolution plans target to increase data transmission rates and reduce system latency, while increasing the coverage and system capacity, which can reduce user costs and operator costs and improve quality of service. Multiple access technology based on OFDM used in 3GPP LTE system, because of its frequency orthogonality,can effectively avoid the interference between users within the cell, so that makes how to suppress inter-cell interference as a research focus.In order to better implementing the scheme of interference coordination, we established LTE uplink system simulation platform, the design of the simulation platform is mainly based on 3GPP 25 series of technical reports, such as 3GPP TR 25.814. Meanwhile, proposals of the major communication companies and research institutions at the meeting is also an important reference in this simulation, which performing important guides in the design of the simulation platform.Power as the wireless communication resources is an important entry point for this study, In this thesis,we discuss how to decreace the system interference level and improve the system spectrum efficiency. The inter-cell power control scheme in this paper carries out the work from the view of users, which classifies users according to the uers's propertiesand thereby carries out different inter-cell power control methods, thus achieving the goal of decreacing system interference level, improving cell edge users'service quality and system spectrum utilization.
