With rapid advancement and development of times and information technique, our government increases input for construction of e-government and the governmental functions are gradually undergoing a change from management model to service oriented management model. Taking the 30-year development course of construction of information-based platform of marriage in Shanghai as background, the writer analyzes the status quo of informatization of nationwide marriage system and problems which limit the information management. The writer also studies the necessity and feasibility of marriage information management system which is carried out in nationwide marriage registration organs to construct and perfect the nationwide information-based platform of marriage. Through this way, we can technically communicate marriage information in the whole country.In initial age, the writer sets forth the problems of information-based platform of marriage and chooses the platform as the subject and analyze the service of information-based platform of marriage from different parts, such as requirements, functions and flows. Starting with the reform necessity of e-government, several problems are spread out, such as the different management of the whole country, the uneven development level and the difficulty of resource sharing of information of marriage system. After analyzing the urgency of informatization of marriage system and the need of platform construction from all the demands, the writer predicates the new demands which are produced by the information-based platform of the marriage management and reserve the interface for the system updates in the future. The system should be redesigned for the actual needs of the system, the article makes a general introduction of the whole structure and subsystem to satisfy actual needs of marriage management.
