Railway crossing is always one of the weakest links in railway safety. Level crossing accidents menace people's lives and properties and country's transportation lifeline. Today, railway crossing safety is becoming more like a bottleneck to restrict the railway transportation ability.This thesis raises a project of railway crossing video surveillance system for railway crossing safety. The working principle is, first to trace,recognize,classify the railway crossing objects by surveillance the railway crossing field, and then to judge whether there are dangers or troubles in the railway crossing, last to send the classified data as some required form codes to the train's special receiver through air. If dangers or troubles exist, stridulating can be emitted out to give an alarm in the railway crossing, and at the same time the train driver also can judge the situations of the ahead railway crossing according to the received codes and take some measures to determent the incoming accident. That is to say, the accidents rate is decreased by bilateral operation, and then the railway transportation safety is greatly improved.The main contents of the thesis include system design scheme,algorithm design,algorithm validating,software realization and hardware design. In the system design scheme, the system frame is brought forward according to the system design background,functional object,performance required and so on, and the core of the system design is confirmed to be image processing module. The algorithms mainly discuss about railway crossing videos processing, such as background estimating,objects positioning,objects recognizing and tracing. And all the algorithms have been validated in MATLAB. The thesis also uses Visual C++ to make a demo for railway crossing video surveillance system, which preliminarily proves the algorithms to be rational and realizable. The last part of the thesis introduces the hardware design for the system and some relevant hardware chips.The innovations are showed in this thesis as two aspects: one side, the railway crossing video surveillance system is different from traditional video surveillance system, which usually is a camera-monitor pattern. This system uses hardware chips (such as DSP,FPGA) to finish the digital images processing and controlling, and the results of the system are some form codes from judging whether there are dangers or troubles in the railway crossing by recognition,tracing,classifying the railway crossing video objects. And in the end these codes are send out to the incoming train by air instead of displaying in the monitor in the traditional video surveillance system. On the other side, this system is different from the normal railway crossing alarm device. If there are danger situations, this system not only give an alarm in the railway crossing, but also send out the spot dangers to train driver to control the incoming train. And this system also can save some relevant value images about railway crossing accidents to look over in future.
