With the scale expansion of colleges and universities, the number of student is increasing meanwhile the number of course is also soaring. How to arrange course reasonably and quickly have become a heavy but important teaching work in every semester. The essential of arranging course is that assures not conflict among the resource of classrooms, teachers and courses and fulfill some practical restricted conditions. Traditional hand-worked work of arranging course is inefficient and is more liable to make mistakes such as the conflict of teacher resource or the conflict of classroom resource. In order to make the work of arranging course more exact, reasonable and quick, hundreds of colleges and universities have introduced computers in succession to assist arranging course to reach the goal of taking the burden off the Teaching Affairs Office, improving the level of management and achieving informationization.This paper is based on the practical demand of Teaching Affairs Office of Yun Nan University and designed a Course Arrangement MIS based on RIA. A MIS based on RIA has a much merits such as high efficient network, luxuriant expressive force, asynchronous communication and swift response. The paper implements OOD and OOA and combines with UML to design and analysis the system. We use the method of Object-Oriented in the process of designing database and use Use-Case Diagram to express the functional needs of management operation, such as distribute classroom resource, manage common course, assist course arrangement and so on in the process of analyzing needs and use Sequence Diagram to describe the sequence of sending messages and the dynamic cooperation among the objects. Besides, in order to develop a program that could fulfill trans-browser and trans-platform, this paper introduce the Silverlight technique of Microsoft.
