Field wells scatters with bad environments and hard labor maintenance. In view of this situation, this paper raised a kind of video compression monitoring system based on DSP. According to modular design concept, the system consists of three main function modular as below: site monitoring video terminal lower computer, communication modular, and monitoring center computer system. Besides, the monitoring algorithm in this paper can also be used for long time supervision, and also for monitoring background with occasional moving objects. It reduces video storage space. The system can realize real time transmission combining with wireless communication mode. It has very practical values for monitoring objects with problems of hard wiring and wide distribution.The core of this research is acquisition and compression part of system video. Considering there might be wireless transmission part needs high video compression in the system, after making in-depth analysis of MPEG-4 standard, this topic, firstly, focuses on the research of video compression coding-the core part of MPEG-4 standard, and realizes the video coding of simple level of MPEG-4 standard video framework; and then focuses on rate control algorithm and video object level concept of the key technology of MPEG-4 coding. It raises MPEG-4 algorithm combing with improved frame difference algorithm to realize fast coding and high compression ratio, and finishes the simulation of frame difference algorithm and moving object acquisition. Combing constant rate control and variable rate control algorithm, it raises a kind of double value rate control, and divides video transmission into two situations and uses two kinds of rate transmission; and then use object range acquired by frame difference algorithm for multi resolution video compression. At last, based on the above-mentioned theory, this paper finishes the software realization of MPEG-4 video encoder and the hardware realization of DSP. Experiment result proves that the algorithm can basically meet the request of video monitoring system.
