The rapid development of network technology provides the transfer of digital video signal substantial base. Restricted by the network bandwidth, if the unprocessed digital video signal is transferred on thenetwork directly, the frames will probably be lost, damaged, or ceased. In order to solve the quality problem of the digital video signal transfer, besides strengthen the control of transfer quality. There are some most commonly used technologies, such as data compressing, scalable coding, and error resilience codingoBecause such technologies are related to network technology, signal processing technology, compressing coding technology and the realization technology of program, it is hard for the programmer to develop the compressing coding program of video signal with high quality in a short time. This article puts forward the design and realization of a video coding platform based on MPEG-4. The platform provides the compressing and coding of the original video signal formatted YUV, and produces the code stream outputs of MPEG-4 standard. The platform makes it convenience for the second development through the Filter interface.At first, the article analyses some popular video coding standards nowadays and affirms the MPEG-4 as the standard of video coding based on the analysis. In the second part of the article, the realization methods for coding of shape, motion and texture information are introduced in details. And the method to solve VOP coding of any shape through the technologies of image padding and polygon matching is also introduced in this part. In order to adapt to the network environment, the comparison between the traditional scalable coding and the refined scalable coding is given in the third part of the paper. The realization of outputing modifiable code rate through the technology of FGSS(Fine Granular Spatially Scalable) is given then. In the forth part, the paper briefly introduces some technology of error resilience, such as re-synchronization^ data recovery and so on to support the Qos technology in the decoding terminal. At last, the article discusses the testing situation of the video coding platform, and gives the testing result and the performance index that can be achieved. The direction of the development work in the future is also put forward.
