H.264/AVC is the most advanced and popular video coding standard.It is wildly used in various of application of video coding. In recent years, some function of H.264/AVC have been fulfilled in embedded product. Bit-rate of H.264/AVC video influences the performance of video playing in embedded systems, consequently rate control is necessary for video coding. While the traditional rate-control can not match the requirement of rate-control in embedded products because that it is based on rates per second to solve the problem of insufficient band-width in video stream transmitting. In this paper, a new algorithm of rate-control based on rate-per-frame was brought forward. Comparing with the traditional rate-control algorithm based on second level, algorithm based on frame level works more quickly, efficiently and steady.Based on the results of rate-control algorithm in previous paper, detail statistics was made and a new rate-control method based on scene was brought forward. Moreover, the universal rate-control was optimized utilizing the rate-changing rule of various scenes.Data cleaning of data-mining theory was utilized to eliminate outliers while statisticing the changing rule of rate in different scenes. Using these trustable data, rules fit to different sequences was deduced. When optimizing the universal rate-control algorithm random sample was utilized to compute a universal parameter.It is proved that rate-control algorithm can control bit-rate of various scenes rapidly, as is designed. On the other hand, universal rate-control algorithm applied to all different sequence. The step rate-control strategy works efficiently and with well stability. Comparing to the universal rate-control algorithm before, algorithm in this paper can control the bit-rate more quickly, efficiently and steady. The optimized rate-control algorithm reached the goal of rate-control and will be utilized successfully in in-bedded system.
