Accompany with 3G Base station IP RAN and all-service are being push forward in each country. PTN network are entering a large-scale deployment stage. At the present time, three operators who in china are very much concerned with development of transfer network. PTN play in the key role of future market which will be mastered by operator as a token of changing 3G and starting all-service metropolitan network. PTN is "connection-oriented packet transfer network", and connection-oriented feature means that it can provide carrier-class services, which required having the same OAM ability as traditional transfer network. Tell simply, PTN is the combination of improved data packet technology and carrier-class OAM technique. PTN realized the function that OAM of transfer network carrier-class through it has good operation maintenance and self-recover ability. So OAM is an important part of PTN technology.The paper exerts thoughts and methods of communication technique and network technology to analyse development background, protective method and OAM technology of PTN.
