With the development of industrialized process, hazardous chemicals, as industrial raw materials or wastes of industrial production, increase rapidly in both variety and quantity. This results in the increases in accidents caused by improper use, storage and transport mode. It poses great threats to people's life safety as well as state property and environment. Therefore, to find out the way to cope with and reduce losses caused by disasters becomes the challenge that all nations are confronted with. The systems that used to handle environmental emergencies had been set up one after another. But technical support is not available for these systems, so their practical handling ability is poor, they are in passive position in environmental issues handling and risk prevention, and improper handling of accidents in production, transport, etc., leads to serious environmental pollution accidents. Being at a loss at what to do after serious environmental pollution accident occurs, the best opportunity to prevent or control pollution is spoiled and greater losses are caused. When leakage of hazardous chemicals is handled with, effective emergency solutions and real-time data on the scene are not accessible since it is hazardous. Emergency handling plan of the past may not live up to the expectation. But if new handling plan is to be made, rescue time will be delayed and unnecessary losses will be increased.Facing the above mentioned problems, the project in this dissertation developed a specialized emergency information management software system based on environment and combining information technology and GIS (geographic information system) technology. By use of information technology, a real-time data information system can be set up and real-time and reliable information can be ensured for risk source of environmental accidents. These information can provide reference for formulation of relevant hazardous chemicals emergency plan and decision of what to do when accidents occur. If there is online supervision system relevant to risk source, data on the scene of accident can be obtained by taking supervision video through emergency system, and dangers on the scene can be avoided. By use of GIS technology, visual data, such as the optimal evacuation route for people on the scene, the shortest path to the scene of accident, real-time model of hazardous chemical diffusion in air and river as well as real-time dynamics of vehicles, can be provided when accident occurs. Since it provides reference in a better way, accident hazard is minimized. The principle task and work of the project:In the demand analysis phase, define overall object and range of the system to be developed according to the previous environment emergency management information system and environment emergency operation process, put forth solutions at current technical level. Analyze and sort through collected demands of users, set up a rapid prototype, refine demands of the software to be developed, determine functions and effects that the system realizes and define I/O ports. In system design phase, determine system architecture, data structure and ports of every module as well as user interface and arithmetic and complete design of system database. In program design phase, complete encoding development of basic information module and command response module according to system design document. In testing phase, alter encoding according to problems existed in cell testing, integration testing, validation testing and system testing. In maintenance phase, update specification and design documents and complete the knowledge and information base.The system after completion, as the environment emergency management information system for Inner Mongolia Autonomous Region, Fujian Province, Luogang District of Guangzhou Development Zone and Suzhou City, successfully went live into use.
