Information Technology In Customs Risk Management

In modern information society, economic globalization, informatization, technicalization and knowledgization premised a revolutionary change on the government's management concept and management model. On the one hand, these changes bring a transformation of the government's organization from traditional pyramidical structure to networking-flat structure which is the transformation from hand worked traditional government to an electronic government. On the other hand, the improvement of the government's informatization, the wildly using of computer and internet technology also push forward the government who has to revolute it's management methods and operating process therefore to fit the development of the modern information society and provide more effectively and convenient public service.The customs as a government's departments is playing an important role on safeguard the national economy and the public interests in the country's foreign economic exchanges. World economic globalization influences our import and export trades and our customs'supervision of the work is also face greater difficulties and challenges. How do we correctly balance the "official" and "services" to safeguard public interest and to improve our service require us to use all new management methods which make the risk management becomes the inevitable choice. Risk management as an important practice carrier of the customs management area which can efficiently help the contradiction between strictly enforcement of law and efficiently operation in our customs supervise process. Therefore we can provide convenient and efficient service to our law-abiding companies.In this article, base on management theory and banding the research findings of electronic government, we analyze the relations between information technology and government's management. We explain the development of the risk management which acts an important role in the custom management area especially in the information management practice process. We also tried to bring some of the advanced information technology into the customs'risk management to develop the most efficiently way to combine these information technology and the customs risk management.
