The information flow service system in rural area of Anhui Province yet is still to be improved. It is noticeable that the organization of logistics in terms of the distribution chain of the means of agricultural production and the purchase of agricultural products is staying backwards. Thus, there is an urgent need to construct an information release and E-commerce platform where the producers and the sellers can get network connected and promote online order, distribution and other logistic methods so that distribution of various industrial and agricultural products can be integrated and information or resources can be shared. Furthermore, the new logistics system can help to process and release information together with tracking each step of the supply chain movements and performing effective control and whole process management.Modern countryside logistics system enables agricultural supply chain industry to follow e-commerce direction by improving the efficiency and profits of it. According to the current situation and characteristics of Anhui Province's supply chain movements, based on'New Network Project', applied in the logistics management industry of the distribution center, the author aims to build a B/S based structure supply chain management system which is in line with China's market economy development. Being used to provide supply and demand information service for all kinds of merchandising business in rural area, the B/S based system integrate the flows of material, resources and information for the supply-sell combination enterprises. The modernization of logistics is hereby achieved. The main contents of the paper are as follows.1. This paper begins by analyzing the backward information flow service system and weak flow network construction in rural area of Anhui Province with the background of New Network Project sponsored by Anhui Supply-Consumer Cooperative and discussing the current situation and characteristics of Anhui Province's supply chain movements.2. The second part gives a general design plan for'New Network Project'supply chain management system in Anhui and makes a theoretical and systematic analysis.3. A database is built and by using SQL Server and the B/S structure logistics management system can be achieved by employing ASP.NET(based on C# language) to build system frame to provide supply and demand information service for all kinds of merchandising business in rural area4.'New Network Project' supply chain management system in Anhui mainly includes customer, warehouse, transportation, order, finance, reception center and other subsystems. The system can supervise and control picking, packing, warehousing, shipping transport and the other steps and generally coordinate logistics operation between different subsystems and realize the important position of warehouse and transportation and control the vehicles and cargo tracking as well.Web service technology, which is not restricted by place and time, is used as the platform for the designing of the logistics management system. Manual management in logistics is thus completely replaced by computerized management. Centering on logistics service, the management and track of whole process of logistics operation is then achieved. Therefore, the enterprises and the logistics distribution center can operate picking, packing, warehousing, shipping transport and the other steps according to the signed contracts. Meanwhile, detailed receipt reports are provided with strict authority control so as to ensure strict, orderly and efficient logistics operation.By developing and applying the system, problems such as the slow development of rural commodity distribution system and the weak construction of rural logistics network will be by and large solved. Moreover, information about rural area logistics can be shared and so is the efficiency of the logistics of agricultural products will be improved. The flow of information, commerce, material and resource will be integrated in terms of time and space. Thus, the "new network project' will be more effective and be more profitable to the society.
