E-commerce is a new type of business developed with the advancement of modern information technology, showing different phenomenon and characteristics as compared with the traditional market. At present, China's internet industry has entered a rapid development period and e-commerce has become an increasingly widely used mode of transactions. Meanwhile, illegal business activities and infringements of consumer rights are rising, jeopardizing the normal order of e-commerce, hindering the healthy development of e-commerce. How to enhance people's trust for internet, strengthening the surveillance of e-commerce and boosting the construction of the credit system have become an urgent issue to address.Compared with developed countries, China's e-commerce started relatively late which makes it possible to learn from the developed countries'experience to enhance the development of e-commerce. The surveillance of e-commerce has strong dependence on technology so an on-line platform with the functions of search, analysis, tracing and monitoring should be built to cope with the circumstances of internet. This platform makes it possible to monitor e-commerce via internet. Administration for industry and commerce(AIC) could boost the development of internet industry and realize all-fields surveillance with the help of this platform, which is a positive step and of great significance.At present, Chongqing AIC has finished the construction of 8 application platforms, including OA system, Operation Management system, Electronic records system, Comprehensive commanding system, financial management system, HR system, Enterprise credit system etc. and put them into full operation. Besides, six mega databases have been built which are comprised of business name database, enterprise information database, private business owner database, electronic file database, case information database and business credit database. Chongqing AIC plays a leading role in the national credit information system, which lays the foundation and support for e-commerce surveillance.This article adopts a methodology of theoretical research combined with empirical study. First, an elaboration of the background, meaning, aim and content of the topic. Second, a proposition of the design of AIC's e-commerce surveillance system. Third, a demonstration of the 12 modules of the surveillance system. At last, an in-depth look into the construction of database, data exchange and integration and key technologies, providing a frame for the construction of AIC's e-commerce surveillance system.
