| With the development and persistent advance of socialistic market economy and the processes of business related these economy entities become more and more complicated. The information system of administration for Industry and Commerce base on C/S architecture platform can not adapt to the development of new operations and network technique, C/S architecture platform is complex, the promotion renews the work load is big. so the departments of administration for Industry and Commerce are eager for a new information system to adapt to the development of new operations. This project uses based on the B/A/S three architecture pattern, realizes the cross platform application and the client side exempts the maintenance the platform design.In this paper, we make use of the technique of XML, ADO.Net and ASP.Net to discuss according to the E-R model. It gives the classes and hierarchical structure of them and the implementation of the design of logic layer. The paper designs view layer (user interface), according to the show format of data. The paper gives details of the implementation of the system based on Microsoft.NET platform by making use of XML, C# and other technologies. It takes ADO.NET technology to realize database connection and ASP.NET technology to implement view layer.Combined the detailed description to aim at to resolve the customer to carry the request of the cross-platform, adopt the single sign on technique meet of problem and homologous solution.
