Thunderstorm is one of the worst natural disasters around the world. As the thunderstorm is always followed along with the strong currents and the strong electromagNETic fields, thunderstorm will have strong interference to the safe running of the communication, transmission, shuttle flight, computer NETworks and so on. It will also bring the fire, striking by the thunderstorm, destroying to the building and of course the economic losses to the society. With the development of the technology, the methods to do researches of the thunder and the acquisition of data have enhanced. That means the high-efficiency measure to manage the thunders' data is needed now. However, the model that can forecast the high-resolution and short-term approaching thunderstorm is still lacking. Therefore, the development of lightning information management systems and the study of thunderstorms forecast model has important applications.The first part is the development of lightning information management systems. Firstly, this paper briefly analyses the efficiency of the thunder data information and the status of the thunder forecast's research, it includes an analysis of the features of.NET platform and the application technology Teechart based on.NET and the MapXtreme. Secondly, on the base of the analysis on the thunders data's features, do the constructional design of the system, design the thunder statistical system based on MapXtreme and Teechart. Then this paper introduces the implement of this system on the main technology in detail. Finally, especially on the isoline generation algorithm, because the generation of the isoline is widely used in the GIS, for the problem of isoline's drawing, this paper analyze the regular NET's generation algorithm at first, then discuss the isoline generation algorithm on the regular NET. This research solves the ambiguity problem of isoline generation algorithm and provides the proper solution to the non-closed isoline in regular NET model, and achieves the drawing of the isoline based on the regular NET, what's more, the result is satisfactory.The second part is the study of thunderstorms forecast model based on the first part. as rough set can analyze different kinds of incomplete information system and do the reasoning effectively, this paper puts forward the method to design the forecast solution model for the high-resolution(forecast range:5km×5km) and short-term approaching(next 3 hours) thunderstorm. The experiments show that the accuracy of the forecast for this forecast solution model in this paper is higher than the traditional numerical forecast solution model.
