The electric power communication networks mainly transmit the relay protection, dispatching data, marketing automation, electric energy acquisition, MIS and other information. With the rapid development of power systems and the digitalization and informatization of grid, the amount of information need to be transmitted and the requirements of power communication networks are growing fast. In the early stage of Tangshan power communication networks'construction, the networks mostly are chain configuration, so the security, reliability, flexibility and the auto-recovery circuit are infficient, which affect the power production and management.The paper is based on the fundamental principles and of the domestic and foreign research and application situation of SDH self-healing ring protection. It not only analyzed the advantages and disadvantages of four-fiber self-healing rings compared with other methods, but also researched the necessity and feasibility of the transformation of four fiber self-healing ring technology combined with the existing status of Tangshan electric power communication networks. Considered with the further demand for power communication services and the existing network resources, the electric power communication network programs and protection channel routing which based on the four-fiber ring are designed, and focused on the theoretical analysis and calculation of self-healing ring transmission delay parameters. The implementation of Tangshan power communication network programs is completed, and the system performance are tested and analyzed, such as bit error rates, jitter, delay, etc. Test results show that designed networks can fully meet the demands of the relay protection, dispatching data, marketing automation, electric energy acquisition, MIS and other information of the power system, and can also satisfy the special requirements of relay protection channel, that is the transmission delay time in sending and receiving is equal.The power communications networks which based on four-fiber self-healing rings have the advantages of high survivability, short network recovery time, large band capacity and strong traffic grooming capability. It can satisfy the demand of the power systems'services and has the value of application and extension.
