Smart cards as a medium for pre-payment vending system completely broke the inherent "first use of electricity, post-paid" meter reading fee structure to address the traditional power management in the difficult problem of the charges, reducing the power management Workload and management costs. Smart card's security and reliability is very important to the whole prepayment system security and reliability of the operation. Overall detection technology, and authentication process andsecurity of key security system are an important guarantee to the system. Smart card operating systems, command systems, security system was analyzed, three aspects is completed in this issue:A Smart card application functional testing methods based on Vending system applications were proposed,combining cards in selling pre-paid electrical system, and the application according to ISO/IEC7816, such as ISO/IEC10373 related standards, for the existing smart card test method will appear in the product due to lack of testing, which enable testing more accord with end user's use.A set of Smart card's COS test software was developed based on prepaid electric energy meter application. Comprehensive and detailed test cases were designed, based on black box testing method of scene test, the boundary value test, etc. The tests included five aspects: the basic function testing, command parameter testing, basic function of trade testing, basic safety functional testing, and special tests, so as to achieve a more complete and comprehensive test.The security of smart card were studied from the security certification process of restore the key card which is a important key card management card in selling pre-paid electrical systems.The methods of adding the counter file as a management tool to control the frequency of using the key card is used;and adding the log files to restore meter table number so as to making the use of restore the key card more Security and standardize.The idea of a multi-purpose card is presented.
