The image information of multimedia is always a key point in the interactive remote control because of the huge data quantity. So it's a hot research on how to transmit different codes according to the network status or the demand of the client.MDC (Multiple Description Coding) encodes the signal source into several descriptions which are mutual independent and enhanced, so it's suitable for transmitting codes in error channels, and can increase the robustness.LC (Layered Coding) encodes the signal source into different layers:base layer and enhancement layer. The base layer contains low frequency information which reflects the overview, on the contrary, the enhancement layer with high frequency information reflects the details. Because of the features of self-adapting and progressive, this method is quite fit for the heterogeneous network or the situation of different QoS.MD and LC combined with the respective advantages can mainly protect the base information for one thing, and make a facile choice among the detail information for another, which will make it a valid style for the multi-media information in the self-adapting transmission.However, many methods of MDC didn't consider the evenness of the descriptions, as a result, great difference among descriptions generates. So based on the MDC of blocked DCT, presented a new method of even MDC, which divided coefficients according to the power distribution after the DCT. As a result, it decreased the divergence between the two descriptions, and improved the split phenomenon in both directions of horizontal and vertical at the same time.Furthermore, combined with the LC, proposed a MD and LC frame based on the DCT, which divided the low frequency coefficients of DCT evenly, and formed two descriptions for the base layer. Also the high frequency coefficients in the directions of horizontal and vertical composed the enhancement layer separately. Not only can the encoding side decide which layers to be encoded according to the network status, but also the opposite side can truncate the codes for decoding according to demand.In the end, the proposed MD and LC frame combined with the even MDC was applied in the interactive remote control of estate display system, then tested with raw pixel size and half pixel size, and gained satisfactory results in both.
