With the advance of China' s power-system reform, and the gradual establishment and improvement of construction and installation market management system as well as its operational mechanism, electrical power project construction is gradually entering the well-established construction market. More and more power construction companies have started bid to obtain the construction task. Meanwhile, as the future demand for electricity tends to saturate, the scale and speed of investment for electric power will fall significantly. Most power construction companies will more or less face the dilemma of insufficient task and heavy burden.As China' s old power management system has not been completely abolished, and the legal system is imperfect, the construction management system market has yet to be further improved. A market economy urges electric power construction enterprises to enhance their competitiveness as soon as possible. They must analyze the current state power industry quota. Based on this, they must correctly grasp the trend of power project cost, improve the skills and level of bidding, and ultimately adapt to the management system that the market determines the price of electric power project under the state macro-control.To speed up the accumulation of the project cost information to guide project cost control, this thesis planed to establish a database of project cost information. The database can scientifically manage project cost information by data collecting, sorting, counting, analyzing and dynamic querying, to realize all-directional and remote cost control through the whole process of construction projects. Databases can be used to facilitate follow-up projects when established, by guiding cost management work such as design optimization, budget preparation, project bidding, contract settlement, etc. The system used the B/S structure and JAVA as the development platform. The main content is consisted of the analysis of system requirements, introduction to the design and implementation of the overall system architecture and key features, and detailed introduction to function management and comparative data analysis of the system.Through in-depth analysis of business requirements, this thesis succeeded to designing the power construction cost information database system and developing related data query and analysis functions. The main work includes design and implementation of project database, implementation of data collection, data retrieval and query, comparative data analysis, data management and system management functions.
