As more and more attentions are paid to the field of ocean observation, all ocean management departments have established their own sensor observation network and accumulated plenty of observation data. However, the ocean data have a variety of types and the methods to obtain them are also different. Because there is no standard for description of the sensor and sensor observation data, the data resources cannot work effectively with bad sharing. Therefore, how to use uniform interface and protocol to manage kinds of sensors and sensor observation data are becoming the focus of all ocean management departments, so that one can achieve data sharing and interoperability between different platforms.To improve the data utilization and overcome the problem of sharing data, this thesis puts forward the ocean Sensor Web service interface and remote access software system according to Sensor Observation Service, Sensor Model Language, Observation and Measurement standards and other related services standard proposed by OGC, combined with the unified access interface and actual need of observation network. This thesis firstly introduces the requirements analysis, and gives the summary design of this system and system function to be divided such as Web service, geographic information visualization, data query, and data download, etc. Then it gives detailed design of the system. And author focuses on the description of the structure of three services, including the Web service, Sensor Planning Services and Sensor Notification Service. Meanwhile, the interfaces are presented between service and the workflow of different service. Finally it realization every function of system by using MyEclipse6.0 software development platform , Java , Web Service, JFreeChart technology, etc. This system publish and access of Web Service interface, and display the data in image or form format, providing data query, data download, image printing, etc. In addition, author load sensor information to Google Earth via Google Earth API interfaces, so that one can obtain the distribution of sensors and realize the unified management of sensor.This paper make unified access interface of data by using standards of service specification, implement and verify the function of each module in the system, solve the problem of heterogeneous data sharing, and improve interoperability of heterogeneous observation network and provide technical support for ocean information resource management.
