For a long time, the organization of Chinese insurance company is big and complex. From 1980's to late in 1990's, only a few premium came from insurance agencies while a whole bunch of premium came from direct business of insurance companies. In the late 1990's, as the insurance agencies began to widespread, they became the main part of insurance intermediary. According to statistics of Insurance Industry Association of China, there were 170 insurance intermediaries which included 17 insurance brokerage firms,26 insurance assessment companies and 127 insurance agencies. As we can see, the development of insurance companies and insurance intermediary was simultaneous. But for a long time, insurance companies, which were raised independently in the market, had established a mature and efficient direct sale force, and also established a large sale network.. On the other hand, insurance agencies, separated from the network, could only found their own sale forces and their own network. They charged premium for insurance companies to survive, and that overlapped the functions of sale forces of insurance companies. The result was, lots of insurance agencies would face surviving challenges from the day they were born, and some agencies adopted some illegal approaches in order to survive the harsh environment, these behaviors seriously affected the reputation of insurance industry, and made it more distress.This article will introduce the process of analyzing requirements, system designing and complying according to requirements of vehicle insurance agencies. Considering the system performance requirements, this system was developed by Microsoft Visual Studio.Net 2003, programmed by Asp.netl.1, C#, background database adopted Microsoft SQL Background programs mainly adopted Stored procedure to perform database operations; there were more than 50 web program page in front, the page adopted popular Ajax technique, no need to refresh to achieve data. The program adopted triple layer design, it was advanced in maintaining and modifying. This program achieved the functions of policy management, surrendering, cancellation policy, document management, client management, vehicle management, charging premium, data management and permission management. It will make insurance agencies to achieve modern computer management, reducing confusions caused by human, provide better chances to the agencies.
