With the further implementation of Hebei CMCC rural development strategy, for promoting socialism new rural construction, Hebei CMCC starts building "China mobile service station", completes the service station functions perfectly, implements five functions including service station Aerial Number Allocation. Charge public phone, publicity and information, improves marketing control ability. With the improvement of rural information process, the rural service station Aerial Number Allocation increase rapidly, number resources are strained more and more. The current operation mode of Aerial Number Allocation from agency can't provide the true information and let the relation of CMCC and service station is weakened.The rural market has the main feathers including large area, big user group, small new service requirements, low customer ARPU.
