The land expropriation in China is considered as a government tool for transferring collective-owned land to state-owned land. It is playing an increasing important role in China's urbanization. However, the farmers who lost their land during land expropriation processes, who are also the direct group affected by land expropriation, cannot fully participate into the processes of it. Hence, they cannot get related information timely, which is important to protect their rights.In order to find a proper way, which allowing farmers'full participation during land expropriation processes for land expropriation in China, this thesis designed and developed an On-line Participatory Model (OPM), which is based on the fast growing of internet based network accessibility of rural China. By this way, farmers can participate into land expropriation program on-line, which will also improve the transparency of the processes and help to protect farmers'rights. It starts with theoretical concepts of land expropriation, participation as well as E-government. The situations in and out board are introduced first, which made clear the rights of framers during land expropriation in China. Then, this research describes the background in China to develop such a model, and combine it with the managers as well as land experts'suggestions, based on which to design the model using UML. Finally, a platform of the model is developed.Fieldwork is carried out to analyze farmers'expectations and needs during land expropriation processes, to collect suggestions from different groups. It is done in three villages of Xi'an, Shaanxi Province, P.R. China. The farmers' needs and suggestions from other groups are used to analyze the functions and elements of the model. The OPM is finally prototyped by the developed on-line participatory platform, which shows the functions and general work processes of it. Finally, the thesis ends with conclusions and suggestions of the research.
