The Present Situation Investigation And Development Countermeasures For Interest-oriented Mechanism For Family Planning In Hunan

Interest-oriented mechanism for family planning which China's family planning workers created in the long-term work in practice through continuous exploring, summary and improvement is an effective family planning work mechanism, as opposed to a family planning and restraint mechanisms It mainly induced people to practice their family planning through the regulation of the interests, people driven by interests concerned about their own interests. The implementation of family planning is not only contribute to the country, but also bring tangible benefits to the family in order to practice family planning. With the in-depth development of population and family planning work, the role of the family planning benefit-oriented mechanism has become increasingly important. Promulgated and implemented in2001, the People's Republic of China on Population and Family Planning Law clearly stated" reward couples to practice family planning in accordance with the relevant provisions of our country " to establish and improve the basic old-age insurance, basic medical insurance, maternity insurance and social welfare social security system to promote family planning and to authorize municipalities and regions, according to state law incentives, develop specific measures for implementation. March2000, the CPC Central Committee and State Council issued the decision on strengthening population and family planning to stabilize the low birth rate (in the document [2000] No.8), it clearly stated,"to establish and perfect the mechanism of family planning interests." It require at all levels of government and agriculture-related departments to take small loans, project priority, technology support, preferential policies and other measures to help the family planning farmers to increase income, solve practical problems and improve the socio-economic status. National legal and policy level determine the important position of family planning benefit-oriented mechanism and create good conditions to establish this sound mechanism. Subsequently, the municipalities and regions have introduced policy measures in favor of family planning incentives and continue to explore the establishment of a sound family planning benefit-oriented mechanism. This paper using a combination of sociology, demography theoretical and empirical research discuss to establish family planning interest-oriented mechanism of our province. The article systematically reviews the history and analysis of its implementation of preferential policies of the province family planning reward, including extensive collection of other provinces and cities to establish and improve family planning practices and experiences of the interest-oriented mechanism. And focus on a comprehensive investigation and analysis of the province's implementation of the "Hunan Province Population and Family Planning" award credits regulations and the introduction of family planning incentives and give preferential treatment to the policies and regulations across the province. Provincial Family Planning Commission, in late July2010to mid-August, investigate rewarding and supporting objects in14cities and prefectures of the province,the object assisted particularly, the grass-roots family planning cadres and ordinary village cadres and villagers of non-benefit. On this basis, the paper concentrate on the analysis and research of establishing the policy system and improving family planning benefit-oriented mechanism and framework of the province, and put forward countermeasures comments and suggestions.
