Education is the headstone of national development and the teacher is the lay a foundation. Prosperity of a nation, the country's development lies in education. Only have a first rate teacher will build a first-class country. Indonesian Government in order to improving the national education quality, improving the welfare of teachers and teaching in particular the feasibility of the promulgation of new policies. Among is Teacher Qualification System. The main purpose of this system is to improve nation teacher quality, but the current practice of teacher qualification system in Indonesia is still difficult to satisfy the national requirement for quality teachers.Since independence, the Government of Indonesia in order to maintain the diversity and strengthen the national cohesion among various ethnic groups, implementation of a highly centralized top-down education system, all of schools, religious community and institutions community all unity management and guidance by the government. Over the past60years, Indonesia's government has tried to implement the rule of democracy, but the result not right down to various places, inversely the centralization of power more strong than before. At20th century, the government's centralized education system achieved the highest period in the history, thus the development of basic education and development of teachers is very worrying. According to the survey, from1981until1986, the number of Indonesia's primary school graduates entered junior middle schools was downward and when compared to other Asian neighbors, all of Indonesia student performance is far behind them.As the World Teachers'professional development movement, toward the Teacher Certification requirements are more strict and standardized. In2006, the Government of Indonesia through the country's Ministry of National Education beginning to implementation national standards for teacher qualification system. They according to three degrees:"Every teacher should have a qualified education or examination certificate, be in all kinds of schools and other educational institutions engaged in education and teaching." Because lack of experience, lack of teachers, inadequate funding for education and social security in Indonesia caused by the constant shaking teacher qualification system is not working well in many ways and even affect the quality of national citizenship. According to the research, from2.7million in-service teachers to have bachelor's degree was more than1.21million in-service teachers and the rest are yet to have a higher education qualification certificates. Although now has more than70million service teacher. Teacher Certification and could enjoy the state subsidies, but the overall education in Indonesia is still lower than other neighboring countries.In Indonesia, serving teachers could through three ways to obtained the Teacher Certification:①Direct award of Teacher Certification;②Through individual work capacity test evaluation form;③Teacher education and professional training of teachers. In-service teachers must complete the required number of documents (include: application form, the highest diploma, teacher training certificate, proof of teaching experience, planning and implementation of teaching, the higher the evaluation of evidence, proof of academic achievement, the proof of teacher professional development, the proof of research forum, the proof of experience has shown that educational organizations, the charter award certificate) could submit to the Ministry of Education provincial or municipal.At present, Teacher Certification in Indonesia has lost that's professionalism and trust. The main constraints factor to implement teacher qualification system is:Many of the teachers in order to enjoy the benefits would violate the teacher ethics, forgery of certificates, ignore the students was common. In addition, the state's inadequate funding for education, Indonesia teacher classification are too rigid, distribute are not balanced, and the flow procedures are too hard causing very difficult to guarantee the quality of a teacher.To improve the Indonesian Teacher Certification System can from the below aspects:First, according to local conditions to improve academic requirements; Second, continuously reform the process affirm Teacher; Third, adjust the classification of Teacher; Fourth, continuously improve teacher qualification system of laws and policy system; and The last, make a specific restrictions the period for teacher qualification certification.
