| As a studying behaviour of education, tutoring has the main three ways to take part in,including personal organization especially built by teachers, collective organizations inthe school, tutoring organizations built by privation. Therefore, the main participants inthe tutoring organizations conclude teachers, schools, tutoring organization, studentsand educational administrative departments. At present, there is no education law whichis especially suitable for the tutoring. For lack of clear regulations between rights andobligations of all the participants, conflicts happen to tutoring and school education inthe process of tutoring development. The problems such as the heavy burden of familiesand protections of students' rights and interests should be solved through making clearthe nature of tutoring,the role of school and tutoring organization and the ability ofeducational administrative departments by laws. Only in this way can promote thedevelopment of tutoring organizations and training industry, instead of becoming theburden in the educational industry.Based on the history of the development of tutoring organization, this research analysisthe facing problems of tutoring organizations through theories, and also suggests toperfect the tutoring laws to solve those problems in order to promote the developmentof tutoring organizations and training industry. |
