| In recent years,the number of curriculum-based off-campus tutoring in primary and secondary schools in Our country shows a blowout growth.According to relevant statistics,there were nearly 600,000 off-campus training institutions in primary and secondary schools in 2019,and more than 400,000 in 2020,far exceeding the number of compulsory education schools in the same period.The birth of out-of-school training for primary and secondary school subjects was originally a beneficial supplement to school education,but in its development process,a series of problems such as running schools without licenses,false publicity,and teaching content beyond the scope of education seriously affect the healthy development of out-of-school training market for primary and secondary school subjects,and at the same time infringe on the rights and interests of the students.With the participation of capital,the education and training market in China has become more and more chaotic,and the supervision of discipline training in primary and secondary schools has gradually become a hot topic of social concern.On July 24,2021,the General Offices of the CPC Central Committee and The State Council issued Opinions on Further Reducing the Homework Burden and After-school Training Burden of Students in Compulsory Education.The policy is aimed at the chaotic after-school training market of primary and secondary schools.In terms of governance,it clearly puts forward a number of regulations,such as "off-campus training institutions shall not occupy national statutory holidays,rest days and summer and winter holidays to organize discipline training" and "discipline training institutions shall be uniformly registered as non-profit institutions".The promulgate of "double reduction" policy not only suspends the rapidly expanding market of after-school training of primary and secondary schools,but also points out the way and direction for the government to effectively supervise after-school training institutions of primary and secondary schools,regulate the development of after-school training industry of primary and secondary schools,and provide education that satisfies the people.Through questionnaire survey and other methods,an empirical investigation was conducted on the curriculum-based off-campus tutoring in primary and secondary schools in N County,Jiangxi Province.It was found that there were some problems in the curriculum-based off-campus tutoring market of primary and secondary schools in N County,such as the lack of formal qualifications for running schools,beyond the syllabus,teachers working without certificates,false publicity and price fraud.Through investigation and research,it is found that the above phenomenon is related to the unclear rights and responsibilities of the supervision department,rigid and old-fashioned supervision methods,insufficient social participation in supervision.Based on market failure theory and game theory,this paper puts forward corresponding countermeasures and suggestions from four aspects of improving market supervision mechanism,optimizing market supervision mode,strengthening market supervision team construction and enhancing social supervision participation,aiming at the problems existing in off-campus discipline training of primary and secondary schools in N County. |
