Building a new socialist countryside is one of the vital tasks of constructing a socialism with Chinese characteristics. Peasants are the major force in building a new socialist countryside, which, in turn, requires new modern peasants who are equipped with high-tech quality. Reinforcing peasants'science and technology education tends to be an important way to the improvement of the level of peasants'science and. technology quality, which then contribute to the cultivation of new peasants.Chinese government has constantly attached great importance to peasants' science and technology education. In early2006, the state council of China formulated and promulgated "Outline of National Scheme of Scientific Literacy for All Chinese (2006-2010-2020)"(hereinafter abbreviated to "outline") in accordance with "Law of the People's Republic of China on Popularization of Science and Technology" and "National Guideline on Medium-and Long-Term Program for Science and Technology Development (2006-2020)". The "outline" lists peasants as one of the four key populations (they are:minors, peasants, the urban labour force, the leading cadres), and puts forward concrete and specific tasks and steps for the implementing of peasants'scientific education. The government of WuHua District in Kunming have earnestly implemented the national policy on peasants'science and technology education training. In recent years, the local government has increased large attention and investment to peasants'science and technology education, which so far has achieved a significant progress. However, compared with the results achieved by developed areas and the national average level, WuHua District still has a long way to go. As the "outline" is implemented to the fifth year, it is essential to conduct a interim assessment on the effect of the policy on peasants'science and technology education in WuHua District in the last six years, on the basis of which the local government should review and learn from experiences in order to provide solid theory and empirical support for better development of peasants'science and technology education in the future.The research in this paper is conducted on the basis of systematic arrangement and review of some relative literatures along with empirical analysis. It investigates and analyses the current situation of science and technology education of308peasants from two main village offices in Wu Hua District (Sha Lang office and Chang Kou office) and a suburban street office (Hei Linpu district) by adopting the methods of designing a questionnaire, field investigation and interviewing some experts, etc. This paper aims at mastering primary sources of the current situation of peasants'science and technology education of Wu Hua District in Kunming through statistical analysis, and studying factors that influence and restrict peasants'science and technology education training in Wu Hua District from three dimensionalities of external situation, education training subjects, and education training objects through analysing the existing problems. Finally, this paper proposes some countermeasures and suggestions to strengthen and improve peasants'science and technology education training in Wu Hua District, hoping to improve the present situation as well as bring considerable development to the peasant's science and technology education programs in Wu Hua District.Several findings are shown as follows according to the research in this paper: though the level of peasants'science and technology education has improved to a certain degree in Wu Hua District in Kunming, it is still weak when compared with the national average level; peasants tend to have a more rational knowledge about the science and technology education training, which is greatly affected by gender, age, and education level; peasants'science-technology education training programs in Wu Hua District do play a practical and significant part in improving their life; peasants' access for information is relatively narrow; peasants'science-technology education training is influenced mainly by the factors of external situation, education training subjects, and education training objects. To obtain a considerable development in the peasant's science and technology education programs in Wu Hua District, the government should do a good job from three aspects:first, it is necessary to create a sound external economic, political, and cultural environment; second, it is necessary to increase financial inputs and strengthening infrastructure construction of education and employment on part of peasants; finally, it is imperative to reconstruct a reasonable training system for peasants'science-technology education training.
