Collective land acquisition and demolition in suburban has become the primary way for major cities to promote the urbanization process. Peasant citizenship of land demolition is an objective legal consequence of suburban land acquisition and resettlement, because of the accessory of the land acquisition and demolishing, it is often "half citizenship". Livelihood issues of new citizens in process of urbanization, especially the future livelihoods attract more and more attention.This study started from new citizens that lost land in the suburbs should have equal right to the original members of the public, researched the livelihood issues of new citizens, such as employment, social security, distribution. The paper aims to appeal the government should treat citizens equally on their rights, pay attention to new citizens, should not only obtain the land rights and not guarantee their future livelihoods.Because of the complexity and sensitivity of land acquisition and demolishing, meanwhile, in order to collect the real and effective first-hand information, This study use the case interview to collect the experience of material related to the livelihood issues of new citizens in J village, Z city, Henan Province, on the aspect of employment, social security, and distribution. In order to ensure the representativeness of the sample, the paper interviewed20villagers, classify on the basis of different ages, and select on the criteria of gender, occupation, education. The20interviewees is representative, because they have a high homogeneity with each other. The interview use the way "prior confidentiality, explain and apology latter" to record the data of livelihood issues of them The paper explored the substance of peasant citizenship of j village. First of all, defined the concept of farmers and the public, explored distinction standard between the farmers and the public, described two stages of peasant citizenship. Second, the paper described the two stages "village to neighborhood and the compensation for land acquisition" of peasant citizenship of new citizens in J Village, and analysed the livelihood issues of them on the base of interviews material,special attention to the authenticity of interviews. In addition, the study used microscopic material to argue the substance of peasant citizenship of j village. That is local governments want to meet the "legitimate" land acquisition and access to the land revenue to the urbanization in accordance with the law, so they implement village to neighborhood system, but it is just a form that means the inburgering is nominal, the peasant become new member of the public only change the status as farmers, without any rights of citizen.Last, Seven main conclusions were drawn in the study, and the paper discussed the solving measures of livelihood problem of villagers in the suburban that the land has been taken and demolished in the public process. Besides, the paper pointed out the direction of further research.
