The issues of agriculture, rural development and rural residents are the important socialissues in China. Distance Education has become an essential part of the education foragriculture, rural development and rural residents, because of its advantages in technique,resources, scale and cost.At present, the Distance Education System of agriculture, rural development and ruralresidents in Shandong Province are composed of Shandong Agricultural Broadcasting SchoolSystem, Shandong RDE Project of primary and secondary schools, Modern DistanceEducation Project for party members and cadres in Shandong rural area and "the plan of acollege student in one village". With the great importance attached by the provincialgovernment and the coordination of organization units, the Distance Education Program hasimproved a lot in the constructions of infrastructure, teaching resources and teaching staff,which has profitably supported our provincial distance education for countryside, farmersand agriculture. However, there are some overlaps of the construction of Distance Educationresources in the project crossing urban districts cities, resulting in repeated construction andwaste of resources, as well as regional differences. Therefore, it is the inevitable demand tostudy regional Resources-Sharing Model for Shandong Distance Education for agriculture,rural development and rural residents, which is of important theoretical value and practicalsignificance.The thesis is based on the research subject of Shandong province society scientificcircles federation—Resources-Sharing Research of Distance Education. With literaturemethod, questionnaire survey, interviewing experts, survey method and systematicanalysis, the author investigates the Agricultural Broadcasting School system of ShandongProvince, Shandong RDE system for primary and secondary schools and that for party members and cadres, and the situation of distance education resources construction of "theplan of a college student in one village". Then the author analyzes the distance educationresources-sharing status of the internal department of construction project and that of thecross-department of each project. The construction and sharing status dwells on four aspects:hardware resources, software resources, human resources and other resources. At the sametime, the author discusses the constraints on resources sharing, for example,administrative system, quality of human resources, difficulty in techniques, funding andthe complexity of resources.Meanwhile, the thesis explores from academic angle the Shandong Resources-SharingModel of Distance Education for issues of agriculture, rural development and ruralresidents, including the practical significance, macroscopic targets of sharing modelconstruction, concrete targets and fundamental principles. The fundamentalresources-sharing model is put forward based on theoretical investigation, which is dividedinto three layers: objective layer, implementation layer and secure layer. The objective layeris the overall objectives of Shandong Distance Education Resources-Sharing of agriculture,rural development and rural residents; the secure layer is the realized condition, includingfour mechanisms: macro-control mechanism, micro-operating mechanism,customer-feedback mechanism and social-supervision mechanism. It is of great significanceto secure the operation and efficiency of the model; the implementation layer is the operationprocess, that is, the sharing process with shared cell at the core of all Distance Educationresources sharing. The shared cell mainly contains the hardware resources, softwareresources, human resources and other resources, of which the other resources includingfunds, culture, the conducts and management rules of distance education. The sharingprocess can be divided into five components: resources release, resource information store,the secondary development,feedback information collecting and resource exchange ofdistance education.
