According to 2005《11th Five-year Plan Outline of the People's Republic of China Economy and Society Developments》,energy consumption per GDP should be declined by about 20% and main pollutant emission should be decreased by 10%, building a conservation-oriented society has been urgent. Colleges and universities are responsible for education, scientific research and social services, it is an important community to constitute the society, energy resources are fundamental necessities in the higher education resources and the material base of the activities and development of higher education. With the development of colleges and universities, the energy sources consumption increase sharply. Though energy resources are rare, phenomena of waste is still serious in colleges and universities, under the background of scientific outlook on development and constructing resource-efficient society, in the course of it's reforming and developing, colleges and universities must economize use of resources. Resource-efficient colleges and universities construction as a part of resource-efficient society construction, to construct resource-efficient universities is necessary to development of universities, also it is an kind of social responsibility to undertake, which has an extremely important practical significance and far-reaching educational implications.Based on the necessity of energy-conservation study on colleges and universities and the review on the practice to construct resource-efficient university of domestic and foreign universities, using the resource scarcity theory, public goods theory, circular economy theory, and efficiency-use theory, This article analyzes the status quo and problems of colleges and universities management of energy sources, to reveal the necessity and importance to construct the conservation-oriented colleges and universities campus. Secondly, take the Northwest A&F University as an example to analyze the basic types of energy consumption specifically, and apply DEA method to evaluate energy efficiency.The main conclusions as follows:The current trend of energy consumption was increasing year by year. The overall situation is: general varieties, large quantity and wide range of energy use. At the same time, most of which have the problems of lack of saving awareness, the loopholes in campus management, shortage of energy-saving funds, backward in resource of energy source management. Energy costs have become a heavy economic burden, which impact on school effectiveness seriously and influence the development of university directly. As a result, strengthening energy management and improving energy efficiency in colleges and universities is imperative. The process of energy use in colleges and universities is a multi-input and multi-output system, and DEA is a method to solve multi-input and multi-output efficiency assessment. Combine DEA method and super-efficiency DEA method to evaluate the energy consumption situation on the Northwest A & F University, which construct an initial evaluation system of energy use in colleges and universities, and the conclusion is consistent with the actual situation well, the result is credible. DEA-based methods of energy efficiency evaluation perfect the level of energy use metrics, which provide a new method to assess the situation of energy use in colleges and universities reasonably.
