Study On The Efficiency Of Resource Allocation In Compulsory Education

In all levels of education in China,compulsory education has always been the top priority.With the development of economy,China’s education has also made great progress.Today,most regions have reached a basic balance of education,is moving towards a balanced development of quality.High quality balance needs to allocate public education resources fairly and reasonably on the premise of ensuring sufficient investment of resources,further narrow the educational gap in various regions and improve the quality of education.Compulsory education has strong publicity and government resource dependence,and educational resources have obvious scarcity and mobility,then the allocation of compulsory education resources naturally involves the problem of efficiency.Nowadays,we not only need balanced development but also high quality development,but high quality development does not represent increasing investment in resources.Because of the limitation of educational resources,it is not only unsustainable,but also difficult to achieve the high quality balance of compulsory education.Nowadays,many provinces and regions have the problem of uneven allocation of resources and inefficient utilization,so it is necessary to scientifically evaluate the performance of compulsory education resource allocation.How to further improve the efficiency of resource allocation and utilization under the principle of relative fairness,and rationally allocate limited educational resources among various regions in order to maximize the output benefit of compulsory education,This is the key to promote the balanced development of compulsory education.From the perspective of efficiency evaluation,this paper studies the allocation of compulsory education resources in 11 prefecture-level cities in Jiangxi Province.This paper analyzes the allocation of compulsory education resources in each region from the perspective of human,financial and material resources input,then adopts the method of quantitative and qualitative analysis,introduces the data envelopment analysis(Data Envelopment Analysis,DEA)method,constructs the scientific efficiency evaluation index system,evaluates and compares the education resources in11 regions of Jiangxi Province,and explores the main influencing factors of allocation efficiency of compulsory education resources in Jiangxi Province in combination with Tobit regression model.The results show that there is a large difference in the allocation efficiency of compulsory education resources in Jiangxi Province,the regional gross domestic product and the investment of education funds are inversely proportional to the efficiency value,the economy does not promote the development of compulsory education and the investment is redundant.In this paper,the improvement path and strategy analysis are put forward to improve its efficiency and promote its development through the adjustment and optimization of compulsory education resources allocation in Jiangxi Province.
