This paper is divided into four chapters. The main part of chapter 1 which is a literature review, comes to the relevant literature review by existing research results of some domestic and foreign scholars, and plays a supporting role for the later chapters. Analysis and positions the product attributes of the pre-school education, which is divided into two parts, including private pre-school education and public pre-school education. Chapter 2, firstly, sorting out the processes of the development of China's pre-school education, which can be divided into three periods in this paper. Secondly, finding help in policy by analyzing and researching a variety of countries and areas. Lastly, pre-school education, by analyzing of its evolution. The existence of the wrong concept of political achievement, which is based on GDP, is able to distort the normal investment to the soft-public goods, which is represented by education, resulting in the situation what is difficult to apply by kindergarten. The purpose of chapter 3 is to find the practical problems by analyzing the selected case, which is on the development of pre-school education in city X, and play a supporting role for the conclusion in the last chapter. The chapter 4 reached the conclusion of this paper, pointed out that our local governments need to make four kinds of roles, which included the role of capital investment, the role of direction guide, the role of social equity and the role of market supervisor.
