Problems Of Peasant Workers' Children Studying At Urban School And Its Countermeasures In Changsha

With the improvement of the policy of reform and opening, the industrialization and urbanization process continue to increase, and the demand of labor resources is increasing too. In this economic development environment, the rural surplus labor forces are in a transfer to the city, where appearing a large number of floating populations. The hundreds of millions of rural surplus labor forces (Migrant Worker) are moving with their whole family in most of the migration process, so the education problems of the children of migrant workers are becoming a focus in the development of a city. Whether the children of migrant workers receiving an education or not is not only related to the development of their own, but also related to the national's fate. In China, the compulsory education system is executed with the household registration system which is based on the classification management system,and the financial system is regional segmented. Therefore, the cities have no obligation and financial resources to bear responsibility for their children of migrant workers' schooling. And the government of the city and related education department often passively receive migrant children to public schools because of the limited education funds. The children of migrant workers in the city are facing a series problems and obstacles of regulations and implementation. Meanwhile, it is also a problem of adaptation for the children of migrant workers to get used to the new environment in the psychological and living habits.We should assume jointly to offer the opportunity for the children of migrant workers to receive education, and it is the obligation in the process of transform of society. The flow of population is an inevitable trend in the development of economics and social progress, and to give the opportunity to accept education for children of migrant workers is also a new cultural demand which is grown out of the urbanization process. Therefore, it is necessary to reform the education system, and it is responsible for the country, the government, and the society to deal with the national compulsory education.In this paper, we take the primary and secondary school for children of hunan agricultural university as an example to analyse the coming problems of the schooling situation of migrant workers'children. We discuss the internal causes of the phenomenon respectively from the students' parents', students' and teachers' view. And in the light of these problems, some suggestions are given in the final part in order to perfect the education policy of the rural migrant workers'children.
