From "to accelerate the development of continuing education" and " to build a comprehensive system of life-long education" which are included in "National education reform and development of long-term planning programs", we can know that the adult higher education undertakes the important responsibility, and it still needs a larger development in readjusting and improving the adult higher education in a fairly long period in China. But we are not satisfied with the development of the adult higher education in many ways in a long period. Therefore, one of the tasks of the adult higher education workers is to discuss and research the problems that existed in the development of the adult higher education further, recognize the functions of the adult higher education in constructing the lifelong education system fully, explore the relationship between adult higher education running units and adult learners, seek the inner motive power of promoting the development of adult higher education, so as to promote its existence value maximally. There are three factors of influencing and promoting the development of adult higher education, the government, the running units of the adult higher education and the adult learners. The researchers of adult higher education have done a lot of researches on the first two aspects, but there is very little research in promoting adult learners to the development of adult higher education. In this paper, the author intends to explore this issue superficially.The paper will be divided into three chapters:Chapter one:analysing the relationship between the adult learners and the development of adult higher education on the basis of understanding the significance of developing the adult higher education fully, summarizing the characteristics that the adult learners should manifest in the learning process from the development's requests of the era and individual, pointing out that the requests of the adult learners are the internal driving force in the development of the adult higher education.Chapter two:There are two issues. First, discussing the actual performance of the adult learners in learning process from four different aspects, the learning ideas, the subject consciousness, the participation in the teaching process and the self-discipline in their learning behavior; second, discussing the influences of adult learners on the development of adult higher education in learning process.Chapter three:pointing out the specific countermeasures from both the adult learners and the running units of the adult higher education according to the learning situation of adult learners and its influences on the development of adult higher education.
