The high-quality teachers is the important guarantee of realizing the benign development of the university and performing university function. How to make a high-quality teaching staff is the important part during the development of university. The key of owning the high-quality teaching staff is to build to accord with science practical theory of university teacher performance appraisal. This performance appraisal system not only unleashed teachers' potential, innovative, leading teachers for a higher step, but also in favor of the science progress and improving the university level.This paper referenced many former achievements and materials, under the guidance of performance appraisal and university administration, research that how to make the performance appraisal for the teachers which are mental labors:At first, after referential review of domestic and foreign bibliography and questionnaire, and make expounds for the question of Chinese university teacher performance appraisal. Make a conclusion for the problem of present university teacher performance appraisal with the help of documentation and the teachers'opinions from questionnaire. Based on the analysis of problems, found the connotation of performance evaluation, and explicitly start the purpose, principle, intension and subject of appraising. Proposing on the basis of constructing evaluation model train of thought In explicit connotation, Through the establishment of the guiding ideology of the criteria, the weight of scientific selection, the dynamic setting and standard flexible scale, the results of effective feedback each key link.Second, the performance evaluation of university teachers performance appraisal with a better understanding of the basic problem, using multiple questionnaire survey and factor analysis method selected the covers multidisciplinary teachers' job index of quantity and quality content. According to the characteristics of discipline, set the analytic hierarchy process by natural science and humanities social sciences which based two big weight systems. Meanwhile, using the model of indexes calculation method and standard with "minimum standards" and "gate valve value", expounding teaching, scientific research and social service between these three teachers working content and its internal quantity and quality relationship, flexible make sure of corresponding different levels and different characteristics of the evaluation criteria for teachers, finally established the comprehensive evaluation model which can reflect discipline characteristic and teachers features.At last, select the calculation examples and simulate performance evaluation in universities teachers'performance appraisal should adopt the method of each link, and implementing measures in this paper to determine the evaluation idea and the evaluation model to practical use, in a certain extent showing that the model with feasibility and scientific.
