The use and development of the Teacher Performance Appraisal system is a revolutionary change due to the use of computers for HR management. Schools with different types and ranks are all working on the Performance Appraisal system of their own features for more awareness of competition among teachers and better manpower coordination. Senior vocational education schools are bearing the responsibility for educating qualified specialists with expertise and practical skills in the fields of manufacturing, infrastructure, management and service. With the reform and innovation in Senior vocational education schools, the HR management will be on top of the agenda. Therefore, a scientific way of Teacher Performance Appraisal must be established. As it will motivate the teacher and stimulate creativity in teaching which will contribute a lot to education and the development of Senior vocational education as well.In this artical, it adopts a combined method with literature research and field studies, theoretical analysis and experiences which first expounded the theory of performance appraisal, and the present performance management and development in domestic and international colleges and universities.Also it introduced several performance evaluation methods; it was organized in a progressive way by gradually going into the details and narrowing the scope of the study, making it close to the article topics. It started with features of Weifang Vocational College, with emphasis on the university's current performiance management system to describe and analyze their problems and weaknesses.
