Since 1960s, the development of people has attracted attention and becomes the hottest topic in philosophic research. Nowadays, with the improvement of society, science, culture and technology, the development of people has been eternal concerning and continual innovating topic. In Marx's view, the development of people is complex and is the result of interaction of mental quality, environment and education. Mental quality is its material precondition while environment and education determine its development. The development of people is consisting of physiologic development, mental development and social adaptation. Environment influences the development of people and always puts forward new demands to people. Only people absorb those demands, can they be affected in behaviors. Sports education aims to let the students acquire the sports skills and basic knowledge of healthy life. When the students internalized these skills and knowledge into their internal demands, they will involve into the physical exercises actively in order to promote their healthy development. Survival places and development space of sports education is physical education environment. Physical education environment is one of the most important factors, which ensure the students' sports learning and influence the students'training habits.In the thesis, multiple methods such as literature search, access, questionnaire survey and field investigation and mathematical statistics are employed not only to analyze the connotations and functions of physical education environment of an university, but also investigate the physical education environment of parts of colleges and college students' sporting habits in Shaanxi. Based on these analyses, the thesis, with the theories of pedagogies and psychology, studies the sporting habits from multiple levels and the effect of the sports environment of college on college students' sporting habits. The results are presented here:(1) The investigation results show that university' sports environments is the main factor that affected the students'sporting habits.(2) Universities' sports physical environments deviated from the students' requirements. It is focus on the construction of indicative gyms, but there lacks indoor sports fields.(3) In the view of overall, the universities in Xi'an region have the insufficient quantity of P.E. teachers. The means to transmit physical information is single, and that is mainly on the classroom teaching. The physical materials are shortage and physical publicity campaigns are less held. In order to make college students participant physical exercises, the instruction system is employed overly(4) In the study, the behaviors of college students'physical exercise are classified into two levels-the basic behavior of physical exercise and the integrate behavior of physical exercise, according to the behavioral theory combined with the development of human agent behavior.(5) The influence of universities'sports environment on the behaviors of college students'physical exercise is constructed on the basis of agent will, resulting the behavioral process of physical exercise.(6) Through investigation, we can see that before entering the universities only 34.3% of students have the habit of sports exercises. The deficiency of P.E. in middle school makes the physical ability of college students worse and the interests of physical exercises less.Suggestions:(1) During Sunshine Sports Movement, the universities can increase the investment of physical environment construction to guarantee college students'participation in physical exercise.(2) Based on top sports team and sports club, the universities can establish the tradition of school physical education.(3) Strengthening the managements and directions of amateur sports exercises.(4) Cultivating P.E teachers periodically to strengthen the quality of their professional work and innovated their ideas.(5) In order to optimize the integrated function of college P.E. environment, it is important not only to promote the college students to have basic behaviors of physical exercises, but also to focus on strengthening the integrate behaviors of the college students, thus resulting the formation of life-long physical conception of college students.(6) Strengthening the connection of universities'sports environments'depth system in order to make full use of universities' sports environments resources.
