Entering into the new century, people demand more on education services. At present, people take more concerns on education equity as same as on balanced development of free education between urban and rural areas, interschool. One of the primary reasons is imbalanced display of faculty resource. The key point is to promote education balance development and ensure faculty resources balanced. So enhance rational teachers flow between urban and rural schools become the significant policy. Teacher flow system is a new measure that the government takes for solving above problems in special areas. It is planed by educational administrative department through organizing teachers interflow and alternate regularly and unscheduled between different areas and schools, which purpose is to promote growing and balancing of teachers and resources. But it have not achieve above purpose during practice. Therefore, it is necessary to find out different reasons accurately, and put forward more comprehensive plans pertinently which can improve faculty flowing system effectively.This paper aims to reflect targets of faculty flow system between urban and rural areas in the west part by through research and analysis policies on such places during the Eleventh Five-Year Plan period, also its implement result. On this basis, through investigation by taking questionnaire and interview on middle and primary teachers in Yulin city, Shaanxi Province, its purpose is to analysis and proposes policies and measures combining with current education development, which hopes give some advices on education balance among whole country. This paper is divided into four parts.The first part is about analysis on documents of faculty flow policies between urban and rural areas in west district and summary on measures taken during the Eleventh Five-Year Plan period.The second part is central part of this paper. It is mainly talking about social environment and situation of current educational development between urban and rural areas in Yulin city. The purpose of this part is to research implement result and problems exist in faculty flow policy by means of reading policies which carried out during 2006 and 2010, and questionnaire survey of these policies on teachers.The third part is try to find out measures and advices for solving reasons and factors of teachers flow which is on the basis of research on implement result of faculty flow policy.The fourth part is based on analysis of the flow policy in the western region and Yulin City specially, proposing measures and suggestions on rational flow between the urban and rural teachers in western area of China in the future. First, it needs to perfect social security system, reform household registration and housing management system, formulate and improve talent flow regulations, increase support efforts on flow policy and set up scientific compensation mechanism. Furthermore, it needs to build dynamic management concept, introduce into teachers rationally, and establish stabilization to prevent loss of excellent teachers, implement teacher appointment system into practice. To improve and achieve a balanced education development chance between western areas, it should take and implement all above advices seriously.
