The research on the local experimental textbook writing which is for Folk art teaching in primary school of Mongolian rural areas is a sub-subject of the third subject "achieve future-- Dandelion action" which is held by Chinese art gallery, Chinese artists association committee and the art institute of Capital normal university. It aims to inherit and develop Folk art in Remote minority regions. It also provides opportunities for children in rural areas to learn art and realizes educational equity. The research takes the writing of rock painting in the textbook as an example.The article has three parts. In the first part, the researcher went to DaMaoqi Experimental Area of Baotou City Inner Mongolia autonomous region, Carried on the questionnaires and the interview to DaMaoqi Mongolia school and the second primary school of Bailing temple, art teachers and school administrators. Through it, the researchers found that from the aspect of students, some subjects of the art teaching material which is widely used by the region can't effectively arouse students' learning motivation, fully use students' Original knowledge or take the local students' individual differences into account. From the aspect of the local art teachers, the art teaching materials has obvious problems in attention, appropriate, the self-confidence and satisfy. From the aspect of school administrators, there are still three major defects existing in target- oriented, interests and emotions and self-schema.At the second part, The researcher proposed that the reason why the problems mentioned above appear during the process of implementing the art teaching material, and the material is not suitable for the local art teaching condition is that the art teaching material was written according to Philosophy speculation and teaching experience. The theory and techniques of writing are lack of modern learning and educational psychology guidance, but mainly depend on Philosophy speculation and teaching experience, the researchers call this the orientation of the art teaching material writing mainly based on Philosophy speculation and teaching experience. According to this, the researchers Study on the orientation of the experimental art teaching material writing construct the Framework of art experimental teaching material. Based on the framework, make research on real needs and goals set, transformation of rock painting resources, pattern of writing and organization and the textbook of rock painting. At the third part, the researcher take The opera characters from the teaching material arranged by local region and rock painting from experimental teaching material as two examples, design education experiments, and compare the two different teaching materials in the perspective of adaptability.Through the research on the writing of rock painting from experimental teaching material, the researcher thinks that the writing of local experimental teaching material for primary school in rural Mongolia should transfer the orientation of the art teaching material writing mainly based on Philosophy speculation and teaching experience to the orientation based on scientific psychology and empirical research. With this orientation, the researcher suggests that the writing of the folk art textbook for rural primary schools in Mongolian area should be equipped with four essential factors:the target of the experimental teaching material writing should meet all kinds of demands, the contents of the experimental teaching material should be localized, The curriculum of experimental teaching materials should be structured at all levels, The understanding of the teaching materials should be diversified.
